Check your disk space. WebProtect (and thus ISA) doesn't like it very much when a file is being downloaded and the connection is broken. Leaves all kinds of tmp files in the WebProtect folders. WebProtect buffers downloads into a folder until it has the full file and can scan it, at which point it sends it on down to the client (this is why it appears to the client that the connection is deathly slow sometimes). When disk space is gone on the volume that WebProtect's temp folder is on all services go south for the winter. Deleting the orphaned temp files brings springtime back again.
