I just solved a similar problem with FTP and ISAServer with IE
Try disabling Folder Views in IE

Also check the properties of IP Packet Filters and see if the "enable
filtering of IP Fragments" is checked!! If so uncheck it and try again. It
was check on my server and therefore port 20 was blocked.
