Really you are from 'Defense Group Inc' ?having all outbound traffic ALLOWED at 
the Edge of internet.
  anyways, Yes, it includes IPSec.

Hello,
I have one guy that needs to connect a VPN, using smart card reader and
outbound IP/SEC. I'm using ISA 2004 at the internet edge. I have a
outbound rule created to allow all outbound ip traffic I thought this
included IP/sec also?
