ISA on an NFR Windows2000 install (10 users)

Do you think I will run into any issues with ISA on a server that is a
10 user NFR of Windows 2000?
We have about 15 users but have never experienced an issue and no
warnings in the License Manager. Just wondering if the licensing was per
processor or what...
Thanks for the info as we are about to reinstall for permanent usage and
I would love to put it on this NFR.
