ISA machines need self proxy settings...Why?

Hi all 

I have 2 pc's. 1 machine has ISA server installed with
sp2.
I need to know that why ISA machine needs proxy
settings in IE,MSN,MIRC 
to
connect to the interne..obviously the client machine
required this but 
why
ISA server Machine itself required to put all this for
sxample...by
default ISA sets IE port to 8080 and others messengers
as 1080.
so why I have to put this on ISA machine.
