You just found one good symptom that its in Caching Only mode.

Good day all!

Iwould just like to know how to check if ISA is in cached mode.
I can't find IP Packet Filters in ISA. I read an article saying if it is
installed in cached mode it won't install IP Packet Filters.

an you upgrade from cached mode to a full install?
