You could point it to the actual IP address on the internal NIC too!  It
doesn't have to be the loopback address.

John, he is talking about the Proxy server address setting in IE.
Something like Tools | Options | Connections tab | LAN Settings.

What are your browser setting on the isa machine ?
The LAN setting should use 127.0.0.1 port 8080 as the proxy server
address.
You will not have internet access on that machine with out the lan
settings
pointing to this address.
