Crossover cable does exist between the modem and the ISA.
 
I got everything solved after I did some cleanup after one of my admins who 
built the server.  
For one, IP Forwarding wasn't turned on and top that with the PPTP packet 
filters being configured  incorrectly.

        The question that jumps to mind is:
        What sort of cable joins the modem to the server?
        Since you're not bridged by a hub or switch, you need a crossover cable
        between them.

        Curious to know if anyone has configured ISA to work with a non-PPoE DSL
        service.  I've read several articles about hot to configure ISA to work
        "with" PPoE DSL service but nothing about non-PPoE DSL service.
        
        I'm left to suspect that there isn't a setup difference with the ISA
        between non-PPoE DSL service and a regular frame/T1 service to the
        internet.  Is this correct?  Why do I have problems then?
        
        I'm having a problem with getting my ISA to communicate to the outside
        world.
        
        I have the ethernet cable coming directly from the DSL modem and into
        the external interface of my ISA server.
        
        My external nic is setup with a static IP given by the provider, along
        with the correct gateway and subnetmask.
        
        My internal nic is setup with a static IP and correct subnetmask but no
        gateway.
        
        I've opened up access to the internet for all clients
        
        I've enable the ICMP packet filters to test connectivity to the ISA from
        a client on the internet
        
        I can't ping anything public from the ISA, by IP or name.  I can't even
        ping my gateway.  I have 5 clients behind the ISA that are setup as SNAT
        clients and they CAN browse the internet fine, send and receive e-mail
        and even use an ICA client to connect to a different company's citrix
        app.  I had to enable the ICA filter for this to happen so I know the
        clients are going through the ISA.
        
        I need the ISA to be able to get out to the internet because I need to
        make a VPN connection with another ISA server.
