The Feature Pack (FP1) is not mandatory is it?

Hmm ... ok.  Could it be the order in which you are installing the
various
components ?  I remember having a problem with weird behavior that
occurred
because I had loaded a patch to ISA before a service pack for Win2k
(that
was released before the patch).

IIRC it should go in this order, based upon date released by MS;
1. Clean Install of W2k3 Server
2. ISA
3. SP1
4. FP1
5. isahf255

If this is what you did I can't help you anymore.
