ISA Server HOME PAGE (?)

I wonder if I can do the following:
- I would like that every time a user connects to my network and starts
his browser, he would be redirected to a pre-defined page, a sort of
"ISA SERVER HOME PAGE" (I guess I can do this by messing around with the
HTTP Redirector or by creating a new Application/Web Filter)
- This user can have any Operating System and any Browser. This must
work without installing any client software. Most probably the user will
be a SecureNAT client because when he connects the DHCP Server assigns
him an IP Address and a default gateway.
- After the "ISA SERVER HOME PAGE" is displayed, the user would have the
option to logon (this can be any kind of authentication: AD, SQL, ...).
Based on his credentials the ISA SERVER would allow (or not) the
navigation to certain sites (I can do this with Content Filters, but
only if I use AD authentication, right?)

Any suggestion will be appreciated.
