ISA must be able to authenticate the user against an NTLM user database; either local ISA accounts or domain accounts 2. outbound rules must be user/group restricted; anonymous rules have priority 3. you'll also have to select "Ask unauthenticated user for identification" in "Outgoing Web Requests".
