You need to :
1. force user authentication fro outbound requests (array properties,
Outbound Web Requests tab)
2. create a destination set that includes the sites you want to allow
3. create a site and content rule that denies all except the selected
destination set for those users.

I am trying to create a site policy where i'm trying to restrict a
particular group of users to one website. How do I do that? In other words
how to I setup a group to only access the white and yellowpages on the
internet?
