You should call PSS and offer them the export file.
This needs to be evaluated.

Hi

Is there a size limit of the export/import .xml file that ISA Server 2004 can 
import.?

My export of a ISA Server 2000 SP2 configuration file is over 3.5MB and the 
import into ISA Server 2004 fails with 'out of memory' 
errors. But it will import a much smaller file 562KB on the same ISA Server 
2004 machine.
