Protocol rules and publishing rules are completely different animules.
Server publishing rules (unlike protocol rules, don't ask me why) can only
use protocols defined as "inbound","receieve" or "receive-send".

I seem to be struggling with publishing UDP ports. I am able to create
new protocol rules but when I go to publish a server in correspondence
to new rule, the rule is not even present. Only TCP Protocol Rules show
up? Is there something I am missing or am I losing my mind!!
