Ed, Its best not to use up precious resources on the ISA Server by having internal clients access an internal site via the ISA Server. Try accessing the site directly, and test the site using a client located on an external network. There is a Q article on how you can't access internal sites with SecureNAT clients. This may or may not be the case with Web Proxy and Firewall clients, as I've not tested that out yet.
