ISA Management

I am working on the ISA Server with Windows 2000 Server OS.
When I click on ISA Management Icon nothing happens for a longggggg time,
then I get four or five opened up in the system tray.
I have tried opening ISA Management through other means besides the icon,
same result.
Sometimes when I click on ISA Management nothing happens at all.
Also, when I click on Task Manager all that comes up is the CPU Usage and
Histroy Graph no other tabs.
