ISA Cannot Bind External Interface when publishing a Server

Hi forum,
I'm having a problem trying to publishing a server. Here's the scenario:
Isa Server with 2 interface 200.196.115.220 External and 192.168.0.2
Internal. I also have a Exchange 2000 on my internal Network. Ok, Here's
is the problem When I publish a Web site, and to go out to the internet is
fine everything works. When I try to publish my mailserver through (secure
mail wizard and manually) I get the following messenge:
There are no currently external interface available. If you're using a
dial up connection ..... (I don't remember the rest)
anyone has any idea?
PS: When I try to publish it manually, when I click on the browse button
to find my external Interface it brngs nothing.
