Since the DNS server has to be a secureNAT client to the publishing ISA, you 
have a choice to make.
Either publish through ISA 2000 or ISA 2004; not both.

I was doing something stupid.
Our DNS server's gateway is still the ISA 2000 machine.

Not wanting to disable our DNS while configuring the ISA 2004,
it is still using the gateway address of the ISA 2000 computer.

This is probably the problem?
