ISA 2000 cache-only options

Hi,
I am running ISA2000 in cache-only mode and I am wondering if any of you
are running into this same issue. I can not add a protocol definition
within the Policy Elements nor can I tweak the few protocols that are
listed. The issue I'm running into is ftping. My users can download
files by can not upload. I see the ftp protocol rule only allows
downloads so I wanted to add or edit the defined rule. Any help or
suggestions would be greatly appreciated.
