ISA 2000 POP problem in Multiple site environment

Hi All,
I have a multi-site environment. My ISA 2000 server is sitting on root
site to access internet.
Users from remote sites are able to access internet but they are unable
to use POP.
Some users are having outlook express to POP mails from ISP.
I have tried installing Firewall client on these machines but it does
not work.
Please help me with this issue.
