IPSec VPN

Hi guys.
My ISA server have this configuration:
|VPN Server|-----|internet|------|ISA|-------|internal|
My ISA have 2 network cards:
External: 200.255.70.1
Internal: 192.168.10.1
I'm trying to estabilish a IPSec VPN using pre-shared key using the tutorial
of Tiago de Aviz from ISAServer.org. After done, I cant stabilish the VPN.
The network admin from "VPN Server" told me the fase I it's done, but wen
will estabilish fase II, my server is sending the 200.255.70.1 IP. To
estabilish fase II, my server must send the IP 10.21.90.145.
Does n1 knows how I can do this?
