Ok, have two ISA 2004 servers, one running on Windows 2003 and the other
was an upgrade from ISA 2000 on a Windows 2000 server.

The first ISA (Win2003) has been configured with an IPSec Tunnel to our
ASP provider and this works no problem, I used the ISA management
interface and all is fine.

I have done exactly the same on our second ISA (Win2000) box and cannot
connect. Now I know it could be the ASP providers problem, but is there
anything special that has to be done with regards to Win2000 / Win2003
??
