IP Address Change

Last week in preparation of our Public IP Adresses changing (ISP change) I
added 8 more IP addresses to the "North" adapter of our ISA server even
though they weren't going to be in use for another week. It was
happy for 2 days but then the ISA server Control Service Hung on startup.
ANy ideas of what could be causing this?
