Howto Make ISA Depend on DHCP ?

How to make ISA control service dependant on the DHCP service?
Because remote offices use DHCP to get an external IP, I think I want Win2K
to have this info first before it lets ISA start up. Right now, and I am
not sure on this, sometimes ISA starts before DHCP is ready and the firewall
service blocks DHCP from getting an address.
Help?
