How to block downloading and Browsing

hello
I am using ISa server with default all open rule,
now i need to block Downloading from http or ftp and browsing for some
spesific clients
in detal i have 2 class of user
1= Exectives --> this group should bee all open access
2= staff --> Downloing and browsing will be block only outlock express
and ms outlock emlail and msn massenger will be allaow
Pleaee guied how can i impelement this in MS ISA Server.
