Is there a space on the 2nd line between set and tprange
also what happened when you ran the VBS if nothing then you must stop and
restart the proxy service

If it is SSL copy the following into a text file then rename it to a .vbs
then just run it on the ISA server last stop and restart the proxy service:
set isa=CreateObject("FPC.Root")
set
tprange=isa.Arrays.GetContainingArray.ArrayPolicy.WebProxy.TunnelPortRanges
set tmp=tprange.AddRange("SSL 8890", 8890, 8890)
tprange.Save

access is denied.
The site is a secure that uses port 8900.
