You'll be able to obtain ISAExportImport.zip, which will help you do this.

Hi

How can I move the ISA Server 2000 configurations etc onto new hardware, 
currently on Windows Server 2000.  Also I am taking this opportunity to install 
Windows Server 2003 in preparation for ISA Server 2004.

The new hardware will be identical to the old one and will use the same server 
name.

Any how-tos available and pointers appreciated.
