Hanging when applet should load

Hi people,
I am trying to access a web site that loads a java applet. When I navigate to
the site then click on the link IE (6.1) hangs. This works fine under my admin
login, but not for the user that needs to access the applet.
I have setup the following:
Protocol Definition for port (outgoing 443)
Client address set for clients ip address
allow rule based on client address set
allow rule based on active directory group
+ restarted services
Can anyone think of anything else?
User & Admin Client pc: win2k spk3, IE6.1
Server: Win2k server spk3, isa server spk1
