!!!HELP!!!I've seen this behavior with teaming drivers..  are you using 
anything like that?

  QoS is active on both NICs by default. 
  I have enabled effective bandwidth with the default bandwidth rules. However, 
if I add a new bandwidth rule with any priority and ISA receives a new request 
after enabling the new rule, drwatson32 handles the exception of w3proxy.exe 
and web proxy service fails. 

  I investigated this problem with a newly installed ISA server and nothing has 
changed. 
  ISA is a standalone machine. 
  All outbound accesses are enabled. 
  ISA is publishing a mail server. 
  Effective bandwidth is set to 64Kbps so that is what the customer's WAN 
bandwidth. 
  Thats all what ISA has. 
  Could you please help me?
