"Unable to use" is a little vague; what errors do you get from the app?
Have you run through the ISA logs to see what the responses to your
requests are?

I am unable to get user/group security to work with my ISA server. If I
use Client sets it works fine. My ISA server is a member of an Active
Directory Mixed mode domain. I created the following protocol rule:
ITS Protocol Rule
Allow All IP traffic to the specified users/groups wich is the ITS
group.
I log in to my workstation as a member of the ITS group, but I am still
unable to use telnet, ftp and so on. The client workstation has the
firewall client installed. Any help would be greatly appreciated.
