Do you have more than one web site assigned to the same IP on the same machine ? I have had problems using http://localhost if the ip address is assigned to a set ip. perhaps try to set it to "all unassigned" Try to give some more info about your IIS server, as I think it may be more of a set-up problem there as opposed to a problem with ISA..
