Firewall client cannot detect ISA server

Hello All
I have installed ISA on Win 2k with all the necessary hotfixes. I have
also defined site and content rules to block ads, sites, and downloads for
a certain period. Since last few days, I have been observing a problem
that the clients are complaining that firewall client shows inaccessible
after some time. When i turn off all the site and content rules, it works
fine. Can anyone tell me what is the problem and how it can be resolved.
