Firewall Users are having to hit refresh before browsing

A good percentage of my Firewall users are now exeriencing a problem
browsing.  it seems they are unable to access the first pages explorer
opens. once the hit refresh or go to another page they are able to browse
fine, but the first time explorer opens, the y get a page cannot be
displayed error..... Any ideas?
