Yes:

"From" can only hold networks, computers, address sets, etc. where the
traffic is expected to terminate.

"To" can only hold networks, computers, address sets, etc. where the
traffic is expected to originate.

When setting up a firewall rule there are tabs labeled TO and FROM.
There are Network Entities that can be added under these tabs. Are there
certain Network Entities that can only be used under TO and other
Network Entities that can only be used under FROM? Example: I might get
a different result by using Computer under TO than I would get using
Address Range under TO, even though the actual object contains the same
IP address. What am I missing?
