Firewall Client won't install on Windows ME

Hi -
I've got 2 Windows ME systems (I know, I know - they are realllll old) that
I've been unable to install the Firewall client on. They go partway through
the install and then back it out leaving it uninstalled. I've looked at
some of the logs and don't see anything unusual, except where it says -
Firewall Client Not Installed...
The message says "Install cancelled by User" - Honestly - I didn't do it
(and I kept the cat off the keyboard...)
Where should I be looking and for what????
Anybody else seen this???
