I didn't realize it was the reboots, I thought it was the login process. In either case, you've confirmed it; it goes away after a couple of times. I'm only just catching up with my emails - we only came back to school on Wednesday. In a schools environment, we couldn't let students see the configuration utility in case they changed anything (as if!). What we did was install the client through Group Policy and then do two remote reboots of the workstation, and then no configuration utility appears. We also hide the system tray so that they can't get at it that way either.
