This is most likely the HTTP Redirector application filter in action.
By default, all Web requests from Firewall and SecureNAT clients are
directed through the Web proxy service so to cache their requests as
well.  You can set a variety of options for how the filter should be
used.  If you disable the filter, I would be willing to bet they would
get out to the Internet.

I have two ISA servers in tandem; one will replace the other when
finished.
I have got connection outgoing on the new server except for the Firewall
clients. The Error message is
 403 Forbidden - The ISA Server denies the specified Uniform Resource
Locator (URL). (12202)

Has anyone seen this?
I have win2k sp3, ISA Sp1 installed
