I believe that NLB for ISA was more intent for the Private Area Network and
not design at this point to support the Public Area Network

Jim, 
Each ISA is configured to secure publish 2 applications using one ip. So Iam
using host headers and port 80 for the first connection but secondary
connections are secure connections using 443. Each web server is firewall
client.
I want to configure fault tolerance on extenal side of ISA using NLB but was
not sure how should I do it and how should I configure our external DNS for
this.

ISA in and of itself offers no fault tolerance for web / server publishing.
You don't mention whether or not you're listening on a "per-IP" basis, so I
can't say if NLB is of any use to you.

Any best practice to fault tolerance ISA servers which are configured for
secure web publishing.There are 3 ISA servers configured for publshing 6
secure web applications using server publishing.
