FTP Traffic

How do you configure ISA to allow FTP traffic? I have a Protocol rule set
but it only allows read rights to FTP (I have FTP, FTP download, and FTP
Server set up in my protocol rule) sites. I want to give them full access
to download items from FTP sites.
