Are you a passive client or do you have the ftp filter enabled in ISA?

Good Morning All,
When i try to access ftp://ftp.innovata-11c.com/delta
<ftp://ftp.innovata-11c.com/delta> I get a pop up FTP proxy warning box that
states that this folder is read-only because the proxy server is not set up
to allow full access. To move, paste, rename or delete files you must use a
different proxy.
I am not preventing my uses from using FTP. Does anyone have any idea why
this warning box would pop up and prevent access to the FTP site?
