I fixed this issue like this: 
1. net stop "Microsoft Firewall"
2. net stop "Microsoft Web Proxy"
3. change external IP address (the same subnet)
4. net start "Microsoft Web Proxy"
5. net start "Microsoft Firewall"

Hello again, please help!

If I change the external IP address of my trihomed ISA server, I loose
the
connection with external network. Then, with Firewall and Proxy Services
stopped, the network is reachable again (with new IP assigned). But, if
I
start again these services, the network become unreachable again.

My external NIC is an Intel PRO/100 VE Desktop (Intel 82801BA
controller).
