Exchange 2000 OWA

One of my clients wants to use the above. It is working fine internally but
when I try from the outside, all I am getting is the error of You are not
authorised to view this page. At the bottom the error is HTTP Error 403 -
Forbidden.
I have followed all the guides but still cannot get it to work.
The system is Windows 2k SP2, with Exchange 2k SP2 and ISA SP1.
Any help would be most welcome.
