Q1 - why are you using ISA to reach an internal site?
Q2 - look at the ISA logs; is the destination IP correct?

Hello list,
Would someone please give me some ideas about why I am receiving this message
when I try to access one of our internally hosted websites. The other ones work
fine and nothing has changed in the setup. Please help, I am desperate, this
site needs to work NOW! :-)

a.. Error Code 10061: Connection refused
b.. Background: When the gateway or proxy server contacted the upstream
(Web) server, the connection was refused. This usually results from trying to
connect to a service that is inactive on the upstream server.
