I've noted that the isactrl gets confused if RRAS has started before it. Restarting the server after making the registry change helps. If RRAS is not started, and I start isactrl, it whirs away and starts. But then when I refresh the view in the Services MMC, it is NOT started. And in the event log I get: Event Type: Error Event Source: Service Control Manager Event Category: None Event ID: 7023 Date: 02/10/2001 Time: 09:24:46 User: N/A Computer: SERVER Description: The Microsoft ISA Server Control service terminated with the following error: An invalid argument was supplied. Looking at the properties for the isactrl service, there are no "Start Parameters" set, so I have no clue where this "invalid argument" is coming from. If RRAS service starts before the ISA services then you will get the 278540 error. I've set rhe RRAS service to manual startup for now, until I can find a better fix.
