Use the ISA help; it's full of useful information like:
14079 = Due to an unexpected error, the service %1 stopped responding to all
requests.
14148 = Web Proxy service failed to bind its socket to %1 port %2.

Since 14079 is likely a result of 14148, you should verify that no other
services (like IIS) are trying to use TCP-80 on either interface.

Hello, I have a Problem with my ISA configuration. I can´t access my
firewall service, but no problem with Proxy service. Because of this
problem
no Server Publishing Rules can created. In Event Log I become an Error
14079
and 14148 from the Proxy Service. But this proxy Service errors occure
only
if i restart the Firewall Service. Is there anyone with the same problem
