I don't know of any off hand made for that specific requirement but thinking about the way SPAM filtering software handles things you could use something along those lines. Surfcontrol has an email filter and you can add custom rules to do exactly what you are asking. The software is obviously meant to catch the things you specify (normally bad things) in queues and not neccessarily fwd it to users but it CAN be done with proper rule handling if it's built right...just feels a little like using the wrong tool for the job.
