Are you operating a domain?  User / group rules would be a lot easier.

  Let me firstly explain the situation
  I have been trying to limit the internet access for all the clients on the 
network.This i have manage by blocking their IP addresses by creating a client 
set.I must then enable these users to access certain sites and applications 
that run over the net,no problem i have done that.
  The problem arises when the users i have blocked for internet access want to 
access their mail account over a pop3 server and smtp servers.The sites that i 
have allowed i have done this by creating a destination set which specifies the 
ip addresses the allowed the clients access by spefifying it in the site and 
content rules.
  Any suggestion would be greatly appreciated,as many different scenarios as 
possible,maybe i can set it up a different way???
