Do I have to turn off my browser cache in order for the isa server cache to function??

I have been having this problem for more than a month now.  Has anyone
faced this problem of the server not caching .exe files and anyother files
in the cache??  Whenever I try a new download of that same file it starts
to re-download it from the internet!!!!!!!
