If the hardware is different, then you need to backup the config and
restore it to the second machine. If this is a cold standby, it's going
to have the same IP addressing information, certificates, etc., so
restoring the Firewall config is very simple and always works. It's when
the IP addressing information is not the same, the certificates haven't
already been installed, etc, where the restore can get dicey.
