Disabling the packet filtering means "shutting down" your Firewall, I
think that you should have debugging reasons to do that.
But anyway in ISA2004 you can do that creating a Firewall rule that
allows all Traffic from All Networks to All Networks, which will allow
everything.

You will ask that it is funny question. However i am asking it for
just information as in MS-ISA 2000 we can disable Packet Filtering, is
it also supported to disable packet filtering on ISA 2004, how to do
